Low-latency live streaming over WebRTC. The command post sees what the drone sees almost instantly, to make decisions at the right moment.

Sovereignty

Multiple protocols

PIM Stream receives RTMP, RTMPS and RTSP streams and distributes them using WebRTC for low latency, with HLS fallback for compatibility. Any source transmitting one of these three protocols works: a DJI remote controller streaming RTMP from DJI Pilot 2, a video encoder, OBS or certain fixed cameras. SRT and WHIP integration is in progress.

Each stream shows its connected viewers: name, browser and connection time. Revoke one access with a click or every access with a single button. With approval-based access, you validate every request.

Police, emergency response zones and Civil Protection

The circular of 17 July 2026 and live video

The ministerial circular of 17 July 2026 governing UAS use by police and emergency services (FPS Interior, Belgian Official Gazette of 5 August 2026) replaces the circular of 8 April 2022. It applies to drones operated as state aircraft by the police, emergency response zones and Civil Protection, and to third-party drones operated on their behalf. It addresses coordination, observers, mission orders, privacy and data links rather than video itself. These are situations where the command post needs a controlled live view of what the drone sees.

Published by the team at Drone Parts Center, an authorised DJI Enterprise reseller and an existing supplier to the Federal Police and more than 20 police and emergency response zones in Belgium.

Coordination and observer

Chapters 4.2 and 4.4

When public-service UAS and civil aircraft operate together, the circular requires clear coordination between the parties. In controlled airspace, the remote pilot is assisted by a UAS observer in continuous contact with air traffic control. PIM Stream gives the command post, observer and authorised partners the same view as the pilot in a standard browser, for decisions based on the actual image.

Subcontracted flights and mission orders

Chapter 8.1

A private operator may fly for a public operator, with a prior contract governing image use, a written mission order for each flight and the presence of a member of the public operator's staff. The commissioning organisation follows the mission live; broadcast and viewing logs document who watched what, and when.

Video link separate from command and control

Title 10

The payload data link must never jeopardise the UAS command and control link. The relay runs from the remote controller or an encoder to PIM Stream over a mobile or wired network: it adds no load to the drone's command link.

Privacy and discreet operations

Chapter 8.4, 11°

The remote pilot ensures compliance with privacy legislation. Each stream has named access control that can be revoked live; nothing is public by default and nothing is recorded by the platform. The watermark identifies the image's origin, while Secret Agent Mode hides sensitive streams in the logs. A GDPR data processing agreement supports this arrangement.

What PIM Stream does not replace

The physical presence of a public operator's staff member during a subcontracted flight, a UAS observer alongside the remote pilot, flight requests to skeyes (DAA application) or Defence, the operations manual and risk assessment. PIM Stream relays images and records access; it does not replace the people or procedures required by the circular.

What does the circular of 17 July 2026 say about live video from police and emergency-service drones?

The ministerial circular of 17 July 2026 governing UAS use by police and emergency services (FPS Interior, Belgian Official Gazette of 5 August 2026) does not address video itself. However, several rules assume that the command post, UAS observer and commissioning organisation can see what the drone sees: coordination between public-service UAS and civil aircraft (Chapter 4.2), continuous contact between the observer and air traffic control in controlled airspace (4.4), written mission orders and the presence of a public operator's staff member for subcontracted flights (8.1), privacy (8.4), and a payload data link that must never disrupt command and control (Title 10). PIM Stream supports these coordination and traceability needs; it does not replace any of the obligations themselves.

What is the streaming latency?

Browser playback uses WebRTC, designed for low latency, unlike HLS, which introduces several seconds of delay and is retained as a compatibility fallback. Actual latency mainly depends on the source's network, such as a remote controller on 4G or 5G, an encoder or Wi-Fi. We measure it with you under real conditions during the demonstration instead of announcing a theoretical figure.

Which drones and video sources are compatible?

Any source capable of transmitting RTMP, RTMPS or RTSP: DJI remote controllers streaming RTMP from DJI Pilot 2, video encoders, OBS and certain fixed cameras. The platform is independent of the drone manufacturer. Viewers only need a browser: no installation, WebRTC or HLS playback, and access by link or QR code.

Does PIM Stream record the images?

No. PIM Stream is a live relay: the platform broadcasts the feed without archiving it. It retains broadcast, access and viewing logs needed for traceability. Image use remains governed by your framework, including mission orders, processing agreements and internal rules, and by the named access rights you grant or revoke.

Where is the data hosted, and what is the GDPR framework?

The relay is hosted in France and Belgium, within the European Union. Streams are encrypted in transit and no third-party trackers are embedded. Whenever a stream may contain identifiable people, PIM Consult acts as a processor under the GDPR and offers a data processing agreement. For full sovereignty, the platform can also be installed on your own infrastructure.

Can streams be integrated with Genetec Security Center or another monitoring system?

Yes, as an option: PIM Stream feeds can be relayed into a Genetec Security Center environment to bring video together in your existing monitoring system. Milestone integration is under development. Other integrations can be discussed individually, as the platform exposes standard streams.

Is PIM Stream available, and what does it cost?

PIM Stream is currently being tested by two Belgian police zones and a security operator. Deployment, whether European cloud or on premises, capacity, options and support are defined with each organisation according to its context; there is no public price.
